Would it not be a good idea to keep the reports of bugs and technical issues in one log for each release and version, makes sense to me and then when a release is done, the start of the new bug/technical issues can be done as one file - easier to search and then can be moved to archives when a new release is provided.

Also, this would make it to where issues that are discovered within a release, can then be reports and other users can check before reporting a second time.

That's a good idea, generally, but 99% of users do not care about certain bugs fixed, what interests them is new features (which can be seen in version history) and "all known bugs fixed", thus there is probably no great use for such list.
