Unable to connect. Check Firewall settings on your computer

Ok. Installed the Outlook-Android Sync ver 3.0 and last sync was 22 May 2019. Using Windows 10 so was working before.
Sync Wizard on PC says Server Status: Running on XXX.xxx.x.xxx:21114
Android says Detected PC located. Click to sync with IP address same address as above
I have Public and Private firewall permission but still didn't work so I have now disconnected
On Andriod version 9 using Samsung S7
When press Samsung to connect, Connection error. Unable to connect. Check firewall settings on your computer.
On PC, still says Server Status is Running

Out of options except maybe uninstall 360 Total Security which has just had an update?

Please try to temporarily disable your firewall for the private network and try to sync again. Will it help?

Yes. I uninstalled 360 Total Security, rebooted, and set Windows Defence to Firewall to OFF. Didn't work
Since then, Calendar has DISAPPEARED and Contacts reduced from 8,452 to 1,502 all in Contacts ALL contacts (Samsung No records)

Some further technical details:
PC: x64 Windows 10 ver 1803
I scanned Outlook - no errors. File size 980 MB
Checked Google Play for latest copy of your software - it was installed as v3.1
Licence ExOutlookSync up to date to 5/20 (only just bought it)
Phone: S8 SM-G950F
Android 9 (Pie) - so many problems with this!
Android security patch level - 1 Apr 2019

Thanks Admin. I did that first.
Anyway I have abandoned the issue as I think there many problems for application providers to Android 9 (Pie) so I bought a new phone with Android 8 and it is working fine now.
Thanks for your help and I hope you are able to find a solution

This is odd, the Android version itself shouldn't be a problem as the app works ok with our test devices running on Android Pie. Anyway, thanks for the info, will investigate further.
